Perth: Opportunity to develop new urban precinct sites in sought after Subiaco

Medium density, mixed use development opportunity

​PERTH, 3 October 2014 – Two prime development sites in the Carter Lane Precinct, a new development 4km west of the Perth CBD, have been brought to market exclusively by JLL on behalf of the City of Subiaco.

Lots 12 and 13, feature medium to high density zoning and are offered complete with approved subdivision planning, according to JLL’s National Director, Head of Sales & Investments WA, Nigel Freshwater. 

“The City of Subiaco has endorsed a subdivision plan geared toward medium density residential development, with generous maximum building heights, as well as mixed use applications that will see commercial uses at ground level and residential above.

“Given the exceptional volume of land transactions to date in 2014 demand from developers continues to be strong, with the market increasingly discerning in their acquisition targets and competition high across the board.

“As such, we anticipate a strong response from mid to top tier WA developers, particularly in light of the high calibre of this offering,” said Mr Freshwater.

Lot 12, an 843sqm site positioned at the junction of Centro Avenue and Carter Lane, enjoys immediate proximity to the precinct’s planned public open space, and includes approved building height of three to four storeys.

JLL’s Director of Sales & Investments WA, Tom Nattrass said, “A distinctive feature of this precinct will be the green open space, with the City committed to the activation of a new public park that readily integrates with the existing green corridor of Subi Centro Greenway and facilitates pedestrian and cycle connectivity.” 

One third of the precinct’s total area will be redeveloped as new public open space, including a grassed area, pedestrian links, water features, public art, seating, lighting, and barbecue facilities, according to Mr Nattrass.

By virtue of its positioning adjacent to the planned green link pedestrian walk and Centro Avenue arterial road, Lot 12 has been earmarked for residential and commercial development.

“Potential for ground level, non-residential in the corner of the site abutting Centro Avenue includes small scale active commercial uses such as cafes, restaurants or a small bar, essential facilities that will benefit residents. There is also the opportunity for small scale office accommodation.

Lot 13, on the north western boundary of the precinct, is the more substantial of the two sites offered, at approximately 1,712sqm, and is positioned directly overlooking the existing Centro Greenway. 

“Lot 13 is designated for medium density residential, with maximum building height set at up to five storeys, making it likely to be the precinct’s highest built form, ideal for multi-storey apartment-style accommodation,” said Mr Freshwater.

“Both sites will see significant benefit from the City’s planning for the precinct, which will affect enhanced connectivity with Subiaco proper, surrounding suburban amenity and public open space.”

According to the Metropolitan Redevelopment Authority’s Carter Lane Precinct Design Guidelines there is a strong mandate for sustainable land use, built form and activated public open space, with pedestrian connectivity a priority.

“The City’s objectives are to transform the underutilised industrial site into a precinct that completes the redevelopment jigsaw of existing amenity and built form, enhancing connectivity to ‘new’ Subiaco, as well as introducing a new focal point for surrounding residents and businesses.

“The development will aim to deliver high quality, sustainable development outcomes that will benefit the community from today into the future,” said Mr Nattrass.

Mr Freshwater said Lots 12 and 13 are offered for sale individually or together and titles on both sites are anticipated by June 2015.

“This is an exemplary development opportunity, the likes of which are rarely seen in the WA market, let alone the niche Subiaco sub-market, and we are confident enquiry will reflect that,” said Mr Freshwater.

The precinct also includes an additional 11 single residential lots fronting Carter Lane, which will be offered to the market in March next year.
