Challenge

The Victorian School Building Authority (VSBA) appointed JLL to provide turnkey project management services for upgrades to a series of brand-new schools and early childhood centres to support community growth across the state in Victoria.

Approach

As the project manager and Superintendent, we took on full accountability for the end to end delivery of these projects. We act as the VSBA’s representative in all negotiations with multiple stakeholders to deliver their vision of a highly collaborative, creative, and inspiring environments for the future students to come.

JLL is responsible for seamlessly integrating into an existing project team and providing advice on procurement of Design & Construct contractors, preparing tender documentation, overseeing head works management services, as well as managing head works operations. This required a sound understanding of complex processes and approval channels when working on a multi layered and multi-disciplinary program all while adhering to strict governance.

Some of the projects included:
1. Centre for Higher Education Studies (CHES), South Yarra

A brownfield, vertical (4-storey), higher educational facility forming part of a mixed-use residential, retail, and commercial precinct. The design includes ground floor activation; hospitality space and a 275+ capacity auditorium; a combination of multiple flexible and specialist learning spaces for Science, Technology, Engineering, Arts and Media; syndicate rooms and collaborative spaces; recording studios; live stream capable learning environments; and staff and administrative areas.

Construction starting early 2021 through to 2022.

Project budget: approx. $27.5m.

2. Bass Coast Junior Secondary College, San Remo

A new build Surf Coast inspired campus-style school facility 120km from Melbourne, to accommodate up to 500 students (Years 7-9). Key design aspects include flexible and specialist learning spaces, outdoor recreation, and learning areas for students and the community.

This project has reached completion and will open to student in Term 1 2022.

Project budget: $42m. 

3. Mount Ridley Special School, Craigieburn 

It is a new P-12 Special School (Dual mode Special School and Special Development School) to cater for 144 students with a range of intellectual disabilities, across an age range between 5 to 18. Facilities will comprise of a central plaza, admin building, Senior Learning specialist facilities, Junior Learning specialist facilities, multi-purpose competitive grade gymnasium, sport field, multipurpose court and external carparking.

Project budget: $23m

Result

JLL adopted a highly consultative approach that proved essential to the design process and successful delivery of these multi-staged projects. This is achieved by meeting accelerated timeframes, providing extensive stakeholder management and minimising the impact on students and staff where projects have tight program commitments.
